The Copyright Licensing Agency (CLA) issues a licence which is available to Higher Education Institutions in the UK. If an institution purchases a licence this enables staff and students to make photocopies of copyright material, subject to certain limits, and also permits teaching staff to make multiple copies of certain materials to use in class with students.
Copyright Exclusion
A wide selection of publishers have refused to participate with respect to certain titles, therefore these titles are not covered by the licences. Certain foreign jurisdictions are also not covered by the licence. This means that unless individual permission is obtained or a separate special licence is issued, no multiple copies can be made. The copyright exclusion list does not apply to individual copying for non-commercial research or private study.

Other licensing agencies
There are a number of other licensing schemes in the UK which may be relevant to your use of copyright materials, ask at your library if necessary. For example:
- The Educational Recording Agency (ERA) covers broadcast output such as television programmes.
- The Design and Artists Copyright Society (DACS) covers artistic works.
- The Newspaper Licensing Agency (NLA) covers the contents of newspapers.
